Summary

  • Prohibits councils of governments from reducing a jurisdiction’s Regional Housing Needs Assessment (RHNA) allocation based on prior underproduction from the previous cycle or stable population numbers.
  • Requires councils of governments to provide additional data inputs including overcrowding rates for comparable markets, cost burden rates, healthy market vacancy benchmarks (defined as no less than 5%), and projected household income growth.
  • Requires the department-approved methodology to grant allowances for overcrowding, vacancy, and cost burden factors based on total projected households, including existing and future households.
  • Expands agricultural land protections in the methodology to include lands subject to voter-approved local ballot measures restricting conversion to nonagricultural uses.
