Summary
- Expedites plan review and authorizes at-risk construction permitting for certain commercial and multifamily building projects. Requires local government to provide the option for an eligible applicant at a meeting prior to applying for a building permit, scheduled within five business days of a request.
- Requires that the local government issue a building permit decision within 45 days. After receiving additional requested information or changes from the applicant, the local government then has 10 additional days to issue a decision, or 60 days for an at-risk building permit request.
- Authorizes independent third-party review by, for example, engineers or architects, to assist. If the local government is unable to complete plan review within this time frame, the applicant may instead use independent third-party plan review. Upon receipt of completed plan review from a third-party, the local government must issue the building permit within three days and refund or waive permit fees.
