Summary
- Authorizes the County of Napa and City of Napa to enter a mutual agreement allowing one jurisdiction to report completed entitlements, building permits, and certificates of occupancy issued by the other in its annual housing production report, subject to public hearings, written findings, and conditions ensuring the agreement does not cause segregation or reduce housing affordability.
- Clarifies that the Napa agreement does not waive either jurisdiction’s obligation to maintain adequate sites to meet its RHNA share; failure to comply constitutes a violation of state law subject to Attorney General notification.
- Expands the authority to reduce a county’s RHNA share to subregional entities, in addition to councils of governments and HCD.
- Requires that RHNA compliance determinations for streamlined ministerial approval eligibility be based on net new units reported in the most recent annual production report.
