  • Requires local governments to perform examination of construction plans and specifications within 30 days of requests.
  • Allows developers to engage a third-party examiner and third-party inspectors and for the purposes of examining construction plans or conducting locally required construction inspections in lieu of a local jurisdiction. Outlines requirements for using third-parties and for guidelines for local governments on responding to the use of third-parties within 10 business days of an application.
  • Provides procedures for applicants who believe the local jurisdiction or state fire marshal has either interpreted the building code incorrectly or rejected a plan or inspection in error to appeal the decision, either through the local jurisdiction’s board of appeals or in accordance with the Uniform Administrative Procedures Act.
