Summary
- Directs the California Coastal Commission, in coordination with the Department of Housing and Community Development, to develop guidance for cities and counties within the coastal zone to clarify and simplify the process for amending local coastal programs to permit ADUs and JADUs.
- Requires the commission to complete and provide this guidance by July 1, 2026, and to convene at least one public workshop, in coordination with HCD, to receive public comment before finalizing the guidance. Draft guidance must be posted online at least 30 days in advance, and notice must be provided to all coastal cities and counties.
- Requires the final guidance to be publicly posted on both the Coastal Commission’s and the Department of Housing and Community Development’s websites, and provides for reimbursement to local agencies and school districts if the act is determined to impose state-mandated costs.
