Summary
- Provides that municipalities and their reviewing authorities may not apply a land ordinance retroactively unless the ordinance explicitly states that it applies retroactively. Additionally, the land ordinance may not be applied retroactively at all to a pending permit application for a land use permit that includes housing if the proposal date of the ordinance occurred after the application was submitted and deemed “complete for processing,” as defined in the bill.
