Summary
- Applies to any city who intends to carry out a redevelopment project which will involve the construction of workforce housing in an extremely blighted area, intends to declare an areas extremely blighted for the purpose of funding decisions, or intends to declare an area as an extremely blighted area in order for a homebuyer to qualify for nonrefundable income tax credit.
- Requires cities that intend to declare an area as an extremely blighted area to first conduct a study or analysis on whether an area is extremely blighted, submit such a question for consideration by the planning commission at a public meeting, hold a public hearing, and declare by resolution that such an area is extremely blighted.
- At the public hearing, all interested parties shall be afforded a reasonable opportunity to express their views respecting the proposed declaration. After the hearing, the governing body of the city may make its declaration.
- Applies to taxable years starting on or after January 1, 2020, until January 1, 2026.
