Youth Employment Program (YEP)

The Youth Employment Program (YEP) was a joint program between the New York City Department of Housing Preservation and Development (HPD) and the Department of Employment. It funded local non-profits to train “at risk” youth in construction trades by participating in the construction of affordable housing. Participants worked to rehabilitate vacant in-rem buildings while simultaneously receiving remedial education and construction skills. After rehabilitation was complete, the buildings were sold to local non-profit sponsors for a below market-rate sales price, allowing them to rent completed units to homeless and low-income households.
