Summary
- Provides that mobile manufactured homes located in resident-owned mobile manufactured home parks count toward the 10% threshold for exemption from the affordable housing appeals procedure.
- Extends the moratorium period (during which a municipality is exempt from the appeals procedure) from four years to five for municipalities with twenty thousand or more dwelling units that previously qualified for a moratorium.
- Expands the conditions under which a municipality may receive a certificate of affordable housing project completion, qualifying it for the moratorium, to include any municipality that has (I) adopted an affordable housing plan in accordance with section 2 of the act, (II) twenty thousand or more dwelling units, as reported in the most recent United States decennial census, and (III) previously qualified for a moratorium in accordance with this section, one and one-half per cent of all dwelling units in the municipality, as reported in the most recent United States decennial census.
- Revises details of the point system for qualifying for a certificate of affordable housing project completion.
