Summary
- Adds to the duties of the Director of the Department of Housing and Community Development the responsibility to conduct a comprehensive statewide housing needs assessment at least every five years, to develop a statewide housing plan and update such plan at least every five years, and to provide annual updates to the General Assembly regarding meeting the goals of such plan.
- Requires the statewide housing needs assessment to include review of housing cost burden and instability, supply and demand for affordable rental housing and affordable for-sale housing, and profiles on specific housing needs for regions or localities.
- Requires localities with a population greater than 3,500 to submit annual reports summarizing any local policies, ordinances, or processes affecting the development and construction of housing during the preceding fiscal year to the Department by September 1 for publication on the Department’s website.
