Summary
- Provides that the Rhode Island Housing Resources Commission, acting through its monitoring agents, shall monitor the long-term affordability of low- and moderate-income units for the building of which a comprehensive permit was granted.
- Shortens the timeline for certification of completeness of applications for a comprehensive permit for a major project from 30 to 25 days and the timeline to render a decision on the comprehensive permit application of a major project from 120 to 90 days.
- Revises an existing provision that enables a local review board to deny a comprehensive permit application when the proposal is inconsistent with the town’s affordable housing plan. The bill requires that the local review board also find that the municipality has made significant progress in implementing the affordable housing plan.
- Revises an existing provision that enables a local review board to deny a comprehensive permit application when the community has met or has plans to meet its housing supply goal, defined by the municipality’s classification as an urban town or city. The bill requires that the local review board also find that the community has achieved or has made significant progress toward meeting the required housing supply goal.
- Requires a majority vote of a quorum of the local review board to make a decision on a comprehensive permit application, not a majority of the membership of the board.
- Modifies the process for appealing a denial of a comprehensive permit application to the state housing appeals board (SHAB) and revises the composition of SHAB.
