Summary
- Retitles relevant section of general laws to “Housing Production and Rehabilitation.”
- Considers mobile or manufactured homes to be “affordable housing” if four conditions are met:
- The home constitutes a primary residence of the occupant(s).
- The home is located within a community owned by the residents or the property where the home resides is owned by the occupant(s).
- The home was constructed after June 15, 1976.
- The home complies with federal construction and safety standards for manufactured homes.
- Provides that any mobile or manufactured homes that meet these requirements but are not subsidized by a federal, state, or municipal government subsidy and/or do not have a deed restriction or land lease will be counted as one-half of one unit for the purpose of calculating total low- or moderate-income year-round housing within a city or town.
