Summary
- Requires the state housing department to review any action/failure to act by locality that it believes is inconsistent with the housing element of its development plan and issue a written finding as to whether or not it is inconsistent. The locality then gets 30 days to respond to these findings.
- If the state housing department finds noncompliance with certain factors present it can refer the matter to the attorney general and notify that the locality is in violation of state law.
