Summary
- Declares that a recent Terner Center for Housing Innovation at the University of California, Berkeley, found that fees and exactions can amount to up to 18 percent of the median home price, are difficult to estimate, and continue to rise in California while decreasing nationally.
- Clarifies that developers are not obligated to respond to requests for information regarding the total amount of fees and exactions associated with a project made upon issuance of a certificate of occupancy.
- Allows developers to request a preliminary fee and exaction estimate, excluding connection fees, from a city or county within 30 days of submitting a preliminary application for a housing development project or from another agency other than a city or county without delay.
- Requires a city or county to provide developers with an itemized list and good faith estimate of the total of all fees and exaction applicable to a project within 30 business days of final approval of a housing development project and requires developers to request from other local agencies a good faith estimate of a total sum of all fees and exactions applicable to a project, which the local agency must provide within 30 days.
