Summary

Section 1020 and 801 dictates that funds from the housing readiness incentive grant program shall be expended to provide grants to cities, villages, townships, and counties to offset costs associated with adopting land use policies, master plan updates, zoning text amendments, and other actions to encourage increasing housing supply and affordability.

Supports and incentivizes local governments to improve housing readiness by removing barriers to housing development, adopt housing planning strategies, and develop housing solutions aligned with community needs. The bill requires the local government to apply for Housing Readiness Incentive Grants by demonstrating they are working on zoning reforms, streamlined permitting, and housing studies. This may include documentation of progress reports and the MSDHA must also prepare an annual report to the legislature on the use and outcomes of the grant program. The local government must submit an application and engage in eligible planning activities. Grants awarded provide funds for technical assistance, costs of planning, rezoning, and code reform, support of housing studies, and the implementation of housing-supportive policies.

Section 1021 establishes that the department shall expend the funds appropriated in Part 1 of the bill for housing stock and homeowner affordability to help prospective homeowners through the construction of new single-family and multi-family housing units, renovation of existing single-family and multi-family housing units, and completion of energy efficient improvements.
Section 1052 outlines how housing grant funds should be divided to give money to nonprofit organizations that support food and shelter needs, nonprofits supporting youth homelessness, emergency shelter grants, etc.
