Summary
- Prohibits cities or counties from filing objections to regional housing need determinations by the Department of Housing and Community Development if the local government does not have a council of governments.
- Repeals Section 65584.02 of the Government Code, which provided for an alternative process for determining existing and projected regional housing needs.
- Requires councils of governments to conduct outreach to households with special housing needs when revising existing and projected regional housing needs and reduces the time allotted for the Department of Housing and Community Development to report findings on regional housing need allocation methodology adopted by councils of governments from 90 days to 45 days.
- Authorizes council of governments to distribute draft allocation plans for regional housing needs upon adoption of the final methodology if reviewed and accepted by the Department of Housing and Community Development.
