Summary

  • Authorizes persons other than the applicant or a person whose work is the subject of the application to conduct required reviews of development documents if a regulatory authority does not approve, conditionally approve, or disapprove the document within 15 days of the prescribed date to do so.
    • Persons authorized to conduct such reviews include those employed by the regulatory authority to review development documents, those employed by another political subdivision to review development documents if the regulatory authority has approved them to review development documents, or an engineer licensed under the Texas Board of Professional Engineers and Land Surveyors.
    • Requires appeals to development decisions to be filed within 15 days following the date of the decision. If the governing body does not appeal the decision by a majority vote on or before the 60th day after an appeal is filed, it is considered approved.
