Summary

Amends Section 65852.27 of the Government Code to require every city and county, including charter cities, to establish an ADU preapproved plan program by January 1, 2025.
Requires local agencies to accept ADU plan submissions for preapproval without restricting who may submit plans, and to approve or deny preapproval applications in accordance with existing state ADU standards.
Authorizes local agencies to charge the same permitting fees for preapproval review that would apply to similarly sized ADUs reviewed under state law.
Requires local agencies to publicly post preapproved ADU plans on their websites, along with applicant contact information, while clarifying that posting does not constitute endorsement and requiring removal of plans within 30 days upon an applicant’s request.
Requires ministerial approval or denial within 30 days for detached ADU applications that use qualifying preapproved plans, and allows cities and counties to accept preapproved ADU plans developed by other local agencies within the state.
