Summary
- Adds to existing legislation with the intent to improve the operation of the City of Houston Land Bank by reforming its patchwork of statutory authorities and adopting best practices from land banks across the United States.
- Among other provisions, the new chapter:
- Allows municipalities with a population of two million or more (Houston) to create a land bank to acquire, manage, and dispose of vacant, abandoned, deteriorated, non-revenue generating, and non-tax producing properties and converting them to productive uses, including affordable housing, long-term affordable housing, workforce housing, public service housing, mixed-income housing.
- Authorizes the board of a land bank to require that a percentage of residential units constructed on residential real property conveyed by the land bank be deed restricted for housing that is affordable to households with an income of not greater than 80 percent of the area median family income.
- Requires that a land bank convey, exchange, sell, transfer, or otherwise dispose of real property in which it holds a fee simple title within five years of acquiring it, unless it is subject to a long-term lease with a nonprofit organization, a local government corporation, or a governmental unit.
