Summary

  • Allows cities to adopt an affordable housing plan as part of their comprehensive plans or as a separate plan.
  • Outlines that one or before Jan 1, 2023, each city 50,000 or more in population must adopt an affordable housing action plan, and cities with less than 50,000 residents have until 2024 to do the same.
  • The affordable housing action plan includes but is not limited to:
    • Goals for new affordable housing units, including multifamily housing and middle housing, with specificity to encourage the development of affordable housing, middle housing, and workforce housing.
    • Goals for a percentage of areas in the city zones for residential use which permit the construction of multifamily housing and middle housing.
    • Plans for the use of federal, state, and local incentives to encourage affordable housing, middle housing, and workforce housing, including the Affordable Housing Trust Fund, the Local Option Municipal Economic Development Act, tax increment financing, federal community development block grants, density bonuses, and other nonmonetary regulatory relief.
    • Updates to the city’s zoning codes, ordinances, and regulations to incentivize affordable housing.
  • If a city fails to adopt an affordable housing action plan, they are required to allow the development of middle housing and duplexes in all residentially-zoned areas that allow detached single-family dwellings.
