- Clarifies that public agencies have a mandatory duty to affirmatively further fair housing in programs and activities relating to housing and community development. Specifies this is a clarification of existing law, not a change.

- Site inventory: Requires the inventory of land suitable and available for residential development to include analysis of:
- Relationship of identified sites to the jurisdiction’s AFFH duty
- Whether the inventory of housing types (multifamily rental, factory-built, mobile homes, agricultural employee housing, supportive housing, SROs, emergency shelters, transitional housing) affirmatively furthers fair housing
- Fair housing assessment: Expands required analysis of fair housing issues to include:
- Integration and segregation patterns and trends using federal, state, and local data
- Fair housing enforcement and outreach capacity
- Local and regional historical origins of fair housing issues
- Current policies and practices contributing to fair housing factors identified
- Program actions: Requires the schedule of actions to identify sites and actions needed to affirmatively further fair housing.
