Summary

Outlines a procedure for modifications of developments approved under the streamlined, ministerial approval process that:

Allows development proponents to request a modification to an approved development if such a request is submitted before the issuance of the final building permit,
Requires local governments to approve modifications consistent with objective planning standards,
Requires local governments to determine if the requested modification is consistent with objective planning standards within 60 days after submission or within 90 days if design review is required, and
Allows local governments to apply objective planning standards adopted after the initial development application:

If the development increases residential units or total square footage by 15 percent or more or
If the number of residential units or total square footage changes by 5 percent or more and newer objective planning standards are required to mitigate or avoid a specific, adverse impact;
