Summary
- Establishes the Bay Area Housing Finance Authority (BAHFA), governed by the Metropolitan Transportation Commission board, to raise, allocate, and administer funding for affordable housing production, preservation, and tenant protection across the nine-county Bay Area.
- Authorizes BAHFA to issue bonds, impose special and parcel taxes, and allocate funds to cities, counties, and affordable housing projects, subject to applicable constitutional requirements.
- Requires the Association of Bay Area Governments to impose a commercial linkage fee of up to $10, collected by cities and counties as a condition of commercial development approval and remitted to BAHFA.
