Summary

  • Commencing Jan 1, 2018, a fee of $75-$225 shall be paid at the time of recording of every real estate instrument, paper, or notice required or permitted by law to be recorded, except those expressly exempted from payment of recording fees.
  • The Building Homes And Jobs Trust Fund is created.
  • Funds will be used for technical assistance for local governments to update planning documents and zoning ordinances in order to streamline housing production, new environmental analyses that eliminate the need for project-specific review, and update local processes to improve and expedite local permitting.
  • Allocates funds to assist persons experiencing or at risk of homelessness, including, but not limited to, providing rapid rehousing, rental assistance, navigation centers, and the new construction, rehabilitation, and preservation of permanent and transitional rental housing. Also for affordable owner-occupied workforce housing
  • To secure funds localities must have a compliance housing element and prioritize investments to increase supply of housing affordable at or below 60% AMI.
