Sarah received her PhD in Public Policy from New York University, where she was a doctoral fellow at the NYU Furman Center for Real Estate and Urban Policy. She holds a B.A. in Economics from the University of California, Berkeley. Broadly, she is interested in the design and administration of public programs. Her current work focuses on the Housing Choice Voucher Program, where she uses novel administrative data and quasi-experimental methods to understand program take-up, evaluate policy changes, and study outcomes for participants.
In Fall 2026, Sarah will join the La Follette School of Public Affairs at the University of Wisconsin, Madison as an Assistant Professor of Poverty Policy.
