Summary

  • Esablishes the New Jersey Land Bank Law for the purposes of addressing the high rate of vacant, abandoned and problem properties.
  • Permits a municipality to enter into a land banking agreement with a non-profit or a redevelopment entity, which would serve as the municipality’s land banking entity.
  • Allows the land banking agreement to authorize the land bank entity to maintain, rehabilitate, lease, or convey that municipal property.
  • Allows a municipality to exempt property held by a nonprofit land bank entity from property taxes until or unless the property is sold and no longer used for a public purpose.
  • Requires a land bank entity to develop and maintain an online, publicly accessible database of current and former land bank properties.
  • Within six months after designation by the municipality, requires the land bank entity to adopt written regulations governing the sales, leases, and conveyances of land bank property and create a community advisory board, which shall consist of representatives of recognized community associations and non-profit organizations operating within the municipality, including those associations and organizations active in areas where the land bank entity anticipates holding properties.
