Summary

  • Adjusts requirements for multifamily housing developments to qualify for a streamlined, ministerial approval process by:
    • Allowing developments to partially qualify if they fall within a locality that has failed to substantially comply with the housing element law;
    • Requiring developments to comply with local mandatory inclusionary housing laws if such local laws require more than the statewide requirement of setting aside 10 percent of units to be affordable at 50 percent of the area median income and lowering an optional, alternative average AMI for affordable unit set asides in the San Francisco Bay area from 100 percent to 80 percent;
  • Applies deadlines and other outlined requirements under the streamlined, ministerial approval process to all departments of local governments required to issue an approval prior to the granting of an entitlement.
  • Extends expiration of the streamlined, ministerial approval process for multifamily housing development from 2026 to 2036.
  • Adjusts labor standards required in contracts and certified to local governments.
