Summary
- Defines “Accessory Dwelling Unit” to mean a habitable living unit added to, created within, or detached from a primary single-family dwelling and contained on one lot.
- Requires local governments to include in their general plans information about plans for residential development around major transit investment corridors; to consider the Legislature’s determination that local governments are to facilitate opportunities for housing for people of various income levels in preparing a general plan; and to include in their plan three or more strategies for housing development, including:
- Create, allow for, or reduce regulation of Accessory Dwelling Units.
- Higher density or moderate income residential development in mixed-use zones or major transit investment corridors.
- Elimination or reduction of parking requirements.
- Allowance for single room occupancy developments.
- Zoning incentives for low to moderate income units in new developments.
- Preservation of subsidized low to moderate income units.
- Preservation of existing moderate income housing.
- Reduction of impact fees.
- Community land trust programs.
- Mortgage assistance programs for employers of municipalities or municipal contractors.
- Requires that local governments annually review and report on their moderate income housing plans, including a requirement that counties include information on progress made within unincorporated areas to provide moderate income housing.
