Summary
- Extends the sunset date for the CEQA exemption for university housing development projects from January 1, 2030, to January 1, 2032. To qualify, projects must be carried out by a public university on university-owned land and, in the case of the University of California, must be located on sites specifically identified for housing in a certified Long-Range Development Plan (LRDP).
- Furthermore, as with the original law, this bill requires that each building within the project is certified as Leadership in Energy and Environmental Design (LEED) Platinum or better by the United States Green Building Council. However, it alters the enforcement timeline:
- Universities are now required to obtain LEED Platinum certification within 18 months of a building’s certificate of occupancy or initial usage, rather than prior to occupancy.
- The bill authorizes two potential six-month extensions to this 18-month deadline.
- A university that utilizes this exemption is barred from applying it to future projects until all buildings in the prior exempted project have officially achieved LEED Platinum certification.
- Repeals the requirement to file the LEED certificate with the county clerk of the county in which the project is located.
