Summary
- Enacts the “Housing Affordability, Resiliency, and Energy Efficiency Investment Act of 2023.” Expand the purposes by which an agency can make or contract to make grants or loans to projects within an urban development action area to include:
- construction of new private or multiple dwelling,
- provision of incidental or appurtenant to any rehabilitation or construction, including parks and open space, social, recreational, and other non-residential facilities.
- Outlines the means by which loans, grants, and liens can be given/instilled and details requirements of those loans and grants.
- Requires owners of a multiple dwelling building to implement rent stabilization measures.
- Expands the purposes by which municipalities are able to provide loans or grants to owners to include climate resiliency improvements for either the construction of new dwellings or the rehabilitation of existing dwellings.
- Defines climate resiliency improvements to include improvements for the purpose of protecting land or structures from damage that may result from changes in climate, such as improvements that reduce energy consumption.
