Summary

  • Clarifies the definition of “affordable housing” to mean units reserved for persons earning equal to or less than 80 percent of area median income or equal to or less than 60 percent of area median income, depending on the circumstances, and requiring that mixed-use developments in Housing and Transit Reinvestment Zones include a significant non-residential land use.
    • Requires Housing and Transit Reinvestment Zones to promote, in part, the development of owner-occupied housing; requires that such zones be at least 10 acres; adjusts the affordable housing requirements of such zones up from 10 to 12 percent of units, with at least 3 percent of the affordable units available to persons earning 60 percent or less of the area median income and the remainder available to persons earning 80 percent or less of the area median income; and revises down the density requirements from 50 to 39 units per acre for zones surrounding county public transit hubs or bus rapid transit stations.
