Summary

  • Requires non-tribal municipalities with populations of 30,000 or more persons to approve or deny a zoning application within 180 days of determining that it is administratively complete, absent extenuating circumstances or a request by the applicant to extend the application period.
    • Exempts land designated as a district of historical significance from the 180 day requirement.
    • Requires municipalities to publish a housing needs assessment every five years, to include:
      • The total projected population growth.
        • The total projected job growth.
        • The total amount of residentially zoned land with detail on land zoned as single-family and multifamily.
        • The total need for additional residential housing units for rent and for sale.
    • Also requires municipalities to annually report to the Department of Housing:
      • The total number of proposed residential housing units submitted to the municipality.
        • The total number of net new residential housing units submitted to the municipality.
        • The total number of new residential housing units that are entitled, have been platted, have been issued a building permit, and have received a certificate of occupancy.
        • The number of housing development applications received.
        • The number of units included in development applications.
        • The number of units approved and disapproved.
        • A threshold percentage requirement of multifamily zoned land versus single-family zoned land needed to meet population demand.
        • The status and progress in meeting municipal housing needs.
        • A plan for satisfying the need for additional housing units.
    • Tasks the Arizona Department of Housing with compiling reports from municipalities.
