Summary

Section 2 clarifies the scope of county-level review and evaluation program that counties must adopt in their planning policies, to include:

The development of reasonable measures to use in reducing the differences between growth and development assumptions and targets contained in county and city-level planning policies and plans,
An evaluation and identification of land suitable for development or redevelopment, which must include review of regulations and conditions which may impact development or prevent; achievement of planned densities; and use a reasonable land market supply factor identifying reductions in suitable land for residential development and employment activities,
An analysis of county and city development assumptions, targets, and objectives if they are not being achieved.

Section 3 requires the Department of Commerce to develop guidance materials for local governments on the buildable land review process by December 1 2018. Specifies the scope of the guidance to include recommendations on topics such as identifying measures to increase housing availability and affordability, evaluating existing zoning and land use regulations, among other issues.
Section 6 expands the use of additional tax revenue of up to $1 million a year to include the acquisition, construction, improvement, or rehabilitation of facilities to provide housing for the homeless.
Section 7 requires municipalities to address significant environmental impact for planned actions in areas that contain major transit stops carried out in conjunction with a comprehensive plan.
