Summary

  • Requires local governments to prepare and submit to the Department of Land Conservation and Development inventory of surplus real property no later than January 1 of each even-numbered year.
    • “Surplus real property” means real property in which a government entity holds title through a deed or other legal instrument that is no longer suitable or needed for the duties and responsibilities of the government entity.
      • Requires that the inventory of surplus real property owned by the local government is located inside an urban growth boundary, or located in an area zoned for rural residential use.
    • A mass transit district or a transportation district can also submit an inventory of surplus real property owned by the district.
    • The Department of Land Conservation and Development shall implement an electronic system for receiving and displaying inventory information which the general public can access.
    • Establishes an alternative process for the city to sell real property for the purpose of developing affordable housing.
