Summary

  • Amends the list of planning actions that local entities are encouraged to do to increase residential building capacity. Amends the deadlines for which certain planning actions must be taken in order for those actions to be exempt from administrative or judicial appeal under the Growth Management Act and the State Environmental Policy Act (SEPA), from April 1, 2021 – April 1, 2023.
  • Reduces the frequency of transit service that triggers a cap on minimum residential parking requirements for certain affordable housing units, from four times per hour to two times per hour.
  • Exempts some project actions from appeal under SEPA if it impacts the aesthetic elements of the environment and if they have undergone the design review process at the appropriate local governmental level.
  • Modified the definition of permanent supportive housing to be: housing that connects residents with “community-based health care, treatment, or employment services.”
  • Orders the Department of Ecology to begin the rule-making process to remove parking as an element of the environment and as part of the environmental checklist.
