- Requires localities with at least 150,000 residents to report information yearly on building or development permit applications to the State Department of Housing and Community Development and the Department of Community Planning.
- Localities must report the total number of applications received, issued, and rejected by type, the processing times for permit applications, the amount of time spent processing applications, any type of expedited processes employed to accelerate residential projects and the total number of projects that benefitted from such a process. This report must be made publicly available online.
