Summary

  • Requires local planning agencies to include within their annual report progress in meeting the jurisdiction’s share of regional housing need as outlined in the housing element of its general plan.
  • Incorperates definitions for various income levels through crossreference to the Health and Safety Code.
  • Requires local planning agencies to assess in their housing elements constraints imposed by historic preservation practices, both existing and proposed, on the jurisdiction’s ability to meet its sharing of housing need;
    • Requires specific analysis of meeting the special housing needs of extremely low income households within housing elements;
    • Requires analysis of the housing needs of acutely low income households and identification of programs to assist in meeting their housing needs in the seventh revision of the housing element, as well as subsequent revisions; and
    • Requires jurisdictions in coastal zones to include in their housing program any needed local coastal land use amendments to ensure adequate sites to accommodate housing needs of all household income levels.
  • Instructs the Department of Housing and Community Development to publish advisory guidance, including sample analyses and programs regarding special housing needs for acutely low and extremely low income households and programs to assist in the development of adequate housing to meet their needs.
  • Instructs the Department of Housing and Community Development to allocate units for extremely low- and acutely low income households within the regional housing needs allocation plan within a range of 3 percent of the housing need for very low income households.
  • Requires the council of governments to provide the Department of Housing and Community Development with data regarding the housing needs of individuals and families experiencing homelessness at least 26 months prior to scheduled revisions of the housing element.
