Summary
- Under existing law, housing developments subject to the Housing Accountability Act—including very low-, low-, and moderate-income housing and emergency shelters—are generally protected from local disapproval. A local agency may deny such a project only if it makes specific findings, including that the proposed development fails to comply with applicable objective standards, including local zoning ordinances. This bill clarifies the standard for determining compliance, providing that a proposed development is deemed compliant if a reasonable person would conclude that it satisfies the applicable objective standards.
