Summary
- Declares that developing new housing and mitigating climate change impacts do not conflict and can work in tandem during the planning process. It further declares that identifying the climate change impacts of not building enough housing is necessary for development planning.
- Repeals and reenacts Section 65584.04 of the Government Code, replacing required factors that councils of government must include in developing methodologies for allocating regional housing needs with suggested factors that councils of government may consider in developing their methodologies and adding climate change impacts to the list of specified factors.
- Repeals and reenacts Section 65584.06 of the Government Code, instructing the Department of Housing and Community Development to consider impacts caused by climate change in determining and distributing the existing and projected housing need for local governments without a council of governments.
