Summary

Amends the Planning and Zoning Law to reform the Regional Housing Needs Allocation (RHNA) process. Declares that housing shortages in job centers negatively impact environmental quality and climate goals.
Tightens the technical standards for housing need determinations by reducing the allowable variance between regional population forecasts and Department of Finance data from 3 percent to 1.5 percent. If the difference exceeds 1.5 percent, the Department of Housing and Community Development and the relevant council of governments must consult to resolve methodological variances.
Local governments must now include specific data on renter overcrowding, defined as more than one resident per room, when assessing household size trends. Additionally, any local request for a revised housing need share must be consistent with the development patterns established in the applicable sustainable communities strategy. This ensures that housing allocations align with regional environmental and transportation plans. By increasing data reporting and consistency requirements, the law seeks to create more accurate and environmentally sustainable housing targets.
