Public Housing Modernization Program (PHMP)

The Public Housing Modernization Program (PHMP) funded several state-run public housing developments, which were recently federalized in order to access new capital sources. Between 1989 and 2010, grants were allocated on a multi-year basis for comprehensive, long-range modernization plans. The grants financed the repair of roofs, heating systems, ventilation, elevators, plumbing systems, bathrooms, kitchens, and windows. Improvements to a development also included re-pointing and repairing masonry, upgrading electrical systems, landscaping, lead paint testing and asbestos abatement. Before developments were transferred to control of the federal government, only state-aided developments which did not receive federal operating subsidies were eligible.
