Mixed Income Rental Program (MIRP)

The Mixed Income Rental Program provides subsidies to rental housing affordable to households earning up to 60 percent of Area Median Income (AMI). Twenty percent of the units must either serve formerly-homeless households or households with an annual income of no more than 40 percent of AMI. The New York City Department of Housing Preservation and Development (HPD) may provide a subsidy of up to $50,000 per unit for non-prevailing wage projects, and $60,000 per unit for prevailing wage projects. These subsidies are provided in addition to construction and permanent financing from sources that include private institutional lenders, the New York City Housing Development Corporation (HDC) LAMP Program, and 4-percent or 9-percent Low-income Housing Tax Credits (LIHTC). After construction, projects may also qualify for 421-a or 420-c tax benefits.
