Homeownership and Opportunity for People Everywhere II (HOPE II)

HOPE II provided planning and implementation grants to public housing authorities, resident management corporations, resident councils, cooperative associations, public or private non-profit organizations, mutual housing associations, and other public entities in order to create homeownership programs in certain multi-family projects. Eligible households under the HOPE II program were tenants of an eligible property on the date U.S. Department of Housing and Urban Development (HUD) approved a grant and whose incomes did not exceed 80 percent of Area Median Income (AMI).
