Presentation Description:
A holistic overview of City spending across the many City agencies involved in housing and homelessness policy, including Housing Preservation and Development, Homeless Services, Social Services, the New York City Housing Authority, and the panoply of rental voucher programs. The presentation will cover:
- how and why City spending on housing and homelessness has increased over time
- why the City is bearing an increasing share of the cost of housing programs
- the factors driving City spending growth (State/Federal funding availability; shelter and voucher caseloads and subsidy levels; HPD’s capital spending; and choices between one-time and recurring assistance)
- metrics to measure the effectiveness of City spending.

About the Presenter:
Sean Campion is the Director of Housing and Economic Development Studies at the Citizens Budget Commission, a nonpartisan, nonprofit civic organization whose mission is to achieve constructive change in the finances and services of New York City and New York State government. His research focuses on housing policy, economic development, real estate markets, and municipal finance. Prior to CBC, he worked at HR&A Advisors, a public policy and urban development consulting firm, and served as a Senior Budget and Policy Analyst at the NYC Independent Budget Office. Sean holds a BA in History from Yale University and a Master of City Planning degree from the University of California, Berkeley.
