- Adds an additional circumstance for when local zoning ordinances cannot provide that a building is illegal due to nonconformity with the zoning ordinance to include when a property owner, relying on the issuance of a building permit, incurs extensive obligations or expenses to pursue a building project that is in compliance with the building permit and the Uniform Statewide Building Code.
