Summary

  • Adopts a statewide building code for modular buildings.
    • Allows local governments to create Home Ownership Promotion Zones, consisting of 10 contiguous acres or less, zoned for at least six housing units per acre, which use tax increment financing for up to 15 consecutive years to promote the objectives of:
      • Increasing availability of housing, including affordable housing.
        • Promoting home ownership.
        • Overcoming affordable housing development impediments.
    • Home Ownership Promotion Zones must reserve at least 60 percent of proposed housing units as affordable, defined as being offered for sale at 80 percent or less than the area’s median home price for housing of that type.
    • Allows local governments to include Home Ownership Promotion Zones as a strategy in their moderate income housing plans.
