Summary
- Establishes a statewide “Commercial Property Assessed Capital Expenditure (C-PACE) program that local governments can voluntarily join which, among other provisions, allows willing owners of commercial, industrial, agricultural, nonprofit, and multifamily residential properties with five or more dwelling units to obtain low-cost, long-term financing for qualifying improvements and, where applicable, new construction. An application for C-PACE financing for the construction of a new building requires an engineer’s certification that the proposed improvements would exceed state requirements for energy or water efficiency or be compliant with a model national resiliency standard.
