- Enacts new Land Use Article § 10-104, which preempts Baltimore City’s zoning authority by prohibiting the City from requiring the construction of any new off-street parking for residential developments located within 0.25 miles of a MARC station, a Baltimore MTA Light Rail station, a present or planned Red Line station (definition added by the bill), or a Metro station.
