Summary
- Removed the rule that limited how much of an existing house could be demolished in order for a two-unit housing project to qualify for by-right approval.
- Adds that a local government cannot single out projects approved under this law for stricter zoning, subdivision, or design rules than what normally applies in that zoning district.
- Adds that the local agency must approve or deny a completed housing or urban lot split application within 60 days. If it fails to do so, the application is automatically approved. If the agency denies the application, it must, within that same 60-day period, provide the applicant with written feedback explaining exactly what is wrong or missing and how the applicant can fix the issues.
- Reiterates the severity of the housing crisis that necessitates these laws.
