Summary

  • Allows housing development projects to qualify for a streamlined, ministerial approval process if the applicable jurisdiction has not met its share of the regional housing needs assessment cycle based on the number of permits issued to very low or low-income households, the projects meet other applicable requirements, and the housing development project dedicates 50 percent of total units as affordable to households at or below 80 percent of the area median income or, if the project includes at least 500 units of housing, dedicates 20 percent of the total number of units as affordable, with at least 9 percent affordable to households at or below 50 percent of the area median income and the remainder affordable to households at or below 80 percent of the area median income;
  • Requires local permitting departments to provide development proponents with written documentation of standards that a development qualifying for the streamlined, ministerial approval process conflicts with within 30 days of a resubmission to address local government feedback; and
  • Requires housing developments applying for a subdivision to receive low-income housing tax credit financing or funding or to be located on a parcel within an incorporated city or within an urbanized area or urban cluster in a county with a population greater than 250,000 to qualify for an exemption from the CAlifornia Environmental Quality Act.
